The President Office issued a statement on formation of Implementation Committee for Suggestions on Rakhine Issue in order to implement suggestions contained in the report of Maungdaw Region Investigation Commission and the finishing report of Rakhine State Advisory Commission on September 12 in 2017.

Formation of Implementation Committee for Suggestions on Rakhine Issue
1. The Implementation Committee for Suggestions on Rakhine Issue was formed with the following persons in order to implement suggestions contained in the report of Maungdaw Region Investigation Commission and the finishing report of Rakhine State Advisory Commission.
A. Union Minister for Social Welfare, Relief and Resettlement is Chairman.
B. Chief Minister of Rakhine State Government is Joint-Chairman
C. Deputy Minister of State Counsellor Officer is Vice-Chairman.
D. Permanent Security of Ministry of Home Affairs is Member.
E. Permanent Secretary of Ministry of Information is Member.
္F. Permanent Secretary Ministry of Religious Affairs and Culture is Member.
G.Permanent Secretary of Ministry of Agriculture, Livestock and Irrigation is Member.
H. Permanent Secretary of Ministry of Transport and Communications is Member.
I. Permanent Secretary of Ministry of Labour, Immigration and Population is Member.
J. Permanent Secretary of Ministry of Education is Member.
K. Permanent Secretary of Ministry of Health and Sports is Member.
L. Permanent Secretary of Ministry of Construction is Member.
M. Acting Director-General of Planning and Finance Department of President Office is Member.
N. Deputy Minister of Ministry of Border Affairs is Secretary.
O. Permanent Secretary of Ministry of Social Welfare, Relief and Resettlement is Joint-Secretary.
The duties of Implementation Committee for Suggestions on Rakhine Issue are as follows:
A. Regarding suggestions on reports of Maungdaw Region Investigation Commission and Rakhine State Advisory Commission, useful matters based on ground situations must be effectively carried out.
B . Efforts must be made to maintain rule of law, ensure stability and peace, and live together in different social communities with peace of mind.
C. Strategic plan must be laid down for the rapid development of security, economy, social matters in Rakhine State.
D. Efforts must be made to carry out long-term existence of ethnic villages and close IDP camps.
E . Appropriate policies must be laid down to prevent local residents from moving to other regions and create infrastructures and job employments.
F. Priority must be given to eliminate terrorist attacks and try for the emergence of narcotic drugs-free area.
G. Distributions of humanitarian assistance and supplies provided by local and international organizations in accord with the policy laid down by the State.
H. Those worthy of recognition must be recognized as citizens in accord with the 1982 Myanmar Citizenship Law and National Verification Process must be escalated with added momentum.
I. Equal rights to education and health access must be enhanced regardless of discrimination of religion, nationality and gender in different communities in Rakhine State.
J. The committee must issue a progress report once every four months.
3. The Implementation Committee Office on Suggestions on Rakhine Issue must be opened separately. Committee’s expenditures must be provided from funds of President Office.
4. President Office and Rakhine State Government must fulfill matters relating to security and administration while the committee is discharging its duties.
5. The Advisory Committee must be formed with local and international experts, subject-wise skilled persons and well-informed persons in order to seek necessary advices to help effectively implement the suggestions coming from the commissions as to Rakhine issue depending on ground situations. The notification of forming the advisory committee must be separately issued.
